Russell Joseph, Indianapolis Shortridge High School’s fine sprinter would run 10.0 on two watches and 10.2 on the other, by rule in that period, the official record should have been recorded as 10.0 and the 10.2 dropped in the 100-yard dash. However, as was frequently the final discussion on time was arranged by the committee and they would disallow rules.
Russell’s 10.0 would have been a record that would have stood until Willie Fowlkes of Muncie 9.9 in 1928. A 24-year record and tied by Harvey Blair -Hammond 1906, Russell “Rut” Walters-Kokomo 1925, and Joe Scully- Noblesville 1927.
Joseph would also become a double winner by winning the 220-yard dash in 23.6.
